In the 1920s and—especially—in the 1930s, the Red Army underwent rapid development, both in terms of expanding its personnel and increasing its saturation with technical weaponry, primarily armored vehicles. Despite these advancements, the infantry remained the primary and numerically largest component of the Red Army.

The intensive quantitative development of infantry forces began around the turn of 1929–1930. By 1939, even before the aggression against Poland, the Soviet infantry had been organized into 173 rifle divisions, most of which were grouped into 43 corps. It is worth noting that following the September campaign in 1939, this number increased even further.

In 1941, a typical Soviet rifle division consisted of three rifle regiments (each with three battalions), an artillery regiment, anti-tank and anti-aircraft artillery units, as well as reconnaissance and communication battalions. Altogether, the division numbered approximately 14,500 personnel.

However, by 1945, the structure of these divisions had changed significantly. The standard division had been reduced to around 11,500–12,000 troops. It now included three infantry regiments, an artillery brigade comprising three regiments, a self-propelled artillery squadron, and numerous support units, including those for anti-tank, anti-aircraft, and communications functions. The firepower of infantry units had also increased substantially, particularly through the wider distribution of automatic weapons such as the APsZ-41 and later the APsZ-43 submachine guns.
